OCN has control is its membership under Section 10 of the Indian Act
and the OCN Citizenship Code. The Department of Indian Affairs continues
to register individuals under the Indian Act. The members of the BDA Board
are appointed as the Citizenship Committee which makes recommendations
to Chief and Council on membership issues.

The Citizenship Committee reviews applications from individuals who wish to
transfer into OCN. As of December 2003 there are 10 applications for transfer
to OCN pending. A First Nation member applies to transfer into OCN. The
staff assist that person to complete the required documentation for the
Committee and Council's review. The Committee then reviews the application
and makes a recommendation to Chief and Council for acceptance or rejection.
